Is purchased data allowed if users opted in elsewhere?

I’ve been offered a purchased contact list where the seller claims:
“Users already opted in on our website / events / partner forms”
They say the data is compliant and safe to use.

My questions are:
  • Is purchased data allowed in Mumara if users opted in somewhere else?
  • What if they agreed to receive “partner emails”?
  • Has anyone actually used this kind of data successfully?
