Is this email considered transactional or promotional?

Hi everyone. I’m a bit confused and hoping someone can clarify.

In MumaraONE, I’m trying to decide whether a certain email should be sent as transactional or promotional.

The email is related to a user action, but it also mentions an upgrade / feature. Before I send it the wrong way, I want to be sure.

How do you usually decide this?
