Multiple users in same account

Is it possible, using the commercial licensed version on-prem, to create multiple users for one account?

Let's say I have CompanyA and they want to have three people manage their campaigns. How would I set it up so that they have multiple users working in the CompanyA account?
Right now I can only figure out how to create one user per account. Is it a combo of roles and packages?

What I understood is that you have your clients as Users, and you want to add sub-users for your clients. If yes, then we do not have sub-user management. This can be achieved by doing a separate installation for a client looking for sub-users and then adding their sub-users as staff members. A single installation can not be used to serve up to multi-level users.
