Staff account for network admin?

Hi,

I am wondering if its possible to create a user account especially for someone whom I hired as a network admin? So that we will be the one in charge of adding smtp, tracking domains, sending domains etc backend related stuff but cannot access imp features like databases, license info etc.
 
For this, you'll need to create an admin/staff account instead of the user account so he'll be able to manage this globally for the privileges you assign him.

So in Pro plan I can create staff account and if I have to create user accounts I need commercial license correct?
